UK Home Office and IBM partnering on Emergency Services Network

On January 15, 2025, the UK government announced a new partnership with IBM to modernize emergency services communications, following multiple delays with previous suppliers. The Emergency Services Network (ESN) will support over 300,000 emergency responders across Great Britain, providing improved technology for quicker access to critical data during emergencies. Police, fire, and ambulance teams will be able to share live data, imagery, location reports, and other public safety information, enhancing collaboration in time-sensitive rescue operations.

The government has committed to delivering the ESN project as soon as possible to help save lives. Dame Diana Johnson, the Minister for Policing, Fire and Crime Prevention, will oversee regular meetings to ensure the project is on track. This initiative is a key part of the Prime Minister’s Plan for Change, aiming to enhance public safety with better communication technology.

Minister Johnson emphasized the importance of effective communication among emergency services in saving lives. She expressed confidence that IBM’s involvement will ensure the timely and cost-effective deployment of the network.

IBM, alongside its partners, will provide a secure and resilient communications platform for frontline emergency services. The new system will include software for handheld devices that allow data sharing, real-time video features, and a push-to-talk protocol for instant communication.

An example of how the network will improve response time is seen in a serious road traffic collision. The first responder can share their GPS location with other services, enabling fire teams to quickly access vital information such as vehicle make, model, and rescue procedures. Paramedics can be updated with passenger details and medical information, speeding up treatment and rescue efforts.

Led by the Home Office, the ESN will provide secure voice, video, and data communications, allowing seamless coordination between emergency services. Similar technology has been successfully implemented in countries like the USA, Canada, and South Korea.

IBM will be responsible for the design, build, and integration of the ESN platform, working with partners like Samsung, Ericsson, and Palo Alto Networks. This announcement follows EE’s award of the contract for mobile communications infrastructure, advancing the ESN’s rollout and the eventual shutdown of the Airwave system.
