Operational Procedures

The following illustrates the 3 dimensions to the iterative development of EUCCS Preparation testbeds and trials:

  • Component procurement – enabling nationally hosted, EU connected MCX services.
  • Technical maturity – assessment and testing of the technical solution, provide feedback to contractors to improve and build technical maturity in the technology.
  • Operational procedures – involving the responder community to not-only evaluate the technology, but to develop new operational procedures that will be necessary for cross border and pan-European cooperation.

EUCCS Preparation testbeds will also increase the depth of understanding needed to properly inform standards, certification schemes, governance, practice, and future funding trajectories. For this to work, we need to encourage different vendors for the country solutions but have to do this through a public procurement process. As such, it is important to have discussions with responder practitioners, real end users, to see how they work with colleagues, in order to build a repository of recommendations to adapt Standard Operational Procedures. These are operational procedures that are followed during a response.

It is important to include information about procedures at regional and EU levels, adding layers to what needs to be addressed. These recommendations for bi-lateral, mesh-like, and multi-layered operational procedures can be used, in conversation with technological potential, to define goals for advancement that are grounded in procedures used and legal agreements in place.

This is particularly important, in that at time there could be political decisions around technological control, and thus keeping in view these organisational and legal aspects will enhance the sustainability of project outputs.

In addition to drawing on practices to inform technology, the trials and testbeds shall be conducted in such a way as to create bi-lateral agreements within the testbeds that can act as the foundation for future relationships/interactions, thus informing future operational practices.

In this way, the project will design a set of building blocks for the implementation of governance policies, working with the EC Mission Critical Communication expert Group (MCCG).

The Operational Procedures Team will be led by the Bavarian Red Cross who also lead the Practitioner Evaluation team in BroadWay. They will be supported by police services in Sweden and Norway to learn from their experience in adapting Operational Procedures with the TETRA ISI which allows for operational cooperation across borders in Nordic countries.
