The Swedish Civil Defence and Resilience Agency, Myndigheten för Civilt Försvar, has officially launched a key procurement process to initiate the transition towards a future-proof and resilient national emergency communication capability.
The Agency aims to replace the current TETRA-based Rakel system with a modern broadband-enabled platform known as the Swedish Emergency Network (SWEN). The future SWEN platform will be built on commercial mobile broadband technologies combined with 3GPP-standardized Mission Critical Services (MCX). The objective is to establish a future-proof, resilient, and secure nationwide communications capability capable of supporting emergency services and public safety operations under demanding conditions.
The procurement covers telecommunications systems and related command, control, and communication services, including maintenance and support capabilities. The estimated contract value is approximately SEK 1.18 billion.
The tender procedure is being conducted as a negotiated procedure with prior publication, allowing selected candidates to participate in successive negotiation stages. The Agency expects to invite qualified bidders to submit tenders in early 2027.
This initiative reflects Sweden’s broader efforts to modernize critical national infrastructure and enhance operational resilience for emergency response organizations through advanced broadband-based mission-critical communications technologies.
