Trials

Setting the scene

Roadtraffic accident  on the French side of the border between France and Belgium.

First on scene is a Belgium firefighter who needs advice from the french paramedic en route to the accident site.

This is an example of how cooperation can be facilitated where the communcation between France and BE is interconnected and the communication groups can be coordinated together for the context of the specific incident.

The EUCCS trials

The EUCCS testbeds are working through a trial structure made of a mix of :

  • Live-use of the system in day-to-day activities not involving crititical operations
  • Experimental use in pre-defined trial scenarios exploring the challenges of crisis situations

Pilot trials are planned throughout the programme making use of the testbeds.

Mobile devices and testbeds are used in these trials to explore :

  • Utility of Mission Critical Services
  • How Operational Procedures shall evolve

Taking into account :

  • Organisational Requirements,
  • governance insights
  • operational, technological and service capacities and providers

The trials are iterative and cumulative as each trial brings multiple new interconnected countries with MCX servers.

Past trials

Trial 1

Scenario : Flooding in border area

Four parallel trials took place simultaneously implemented the same agend and scenario.

The trials aimed at implementing the hypothesis from the table-top exercise (TTx) :

  • Do we get better shared situational awareness?
  • Do we get the right info to the right person at the right time?
  • Is there an information overflow?
  • Can the PPDR focus on their work, not the tech?
  • What is the righ information type given operational situation?

Trial 2

Scenario : Multi-national sea and land drug chase

From 27 to 28 May 2025, the Operational Procedures Team (OPT) of the European Critical Communication System (EUCCS) Preparation Programme conducted a large-scale field trial at the Swedish Police Training Centre in Rosersberg, near Stockholm.

Inspired by a real-life drug smuggling case, the exercise brought together emergency responders from seven European countries to simulate a cross-border operation involving three nations.

The goal? To enhance collaboration between agencies, improve real-time information sharing, and coordinate simultaneous arrests using MCX (Mission Critical Services) tools.
